A County That Exceeds a Province

A king arrives in a county that has been paying more taxes than a whole province, expecting to find a tyrant. He finds stone roads, brick houses, and no beggars. The lord serves tea in glass cups and cooks with refined salt. The king came to punish. He stays to learn.
